I added a second Sim last week this didn't happen. Yesterday I changed the second Sim for another and got the message as well. Couldn't find anything wrong though. I did find that if you slide the message right to left you se a cog, I tapped it a message appeared I agreed. It went and hasn't come back. If you try it can you take a screen shot of the message I can't remember what it said.
