I turn off my Google assistant ,but I didn't have problems to use it. I am from Europe,also set language to English USA, set my region and work without problem.
check once again your setup or Google account,this no nothing with phone, everything is in set-up on your Google account

Thank you, tZe_vitamin but I have check my configuration no less than 10 times and still does not work.

Yes, exactly. That part does work. From there, I press the Explore button, go to Settings, Phone and the "Access with voice match" is disabled with that warning. I cannot enable it in any way.

you should also when you press turn on, should get this.. like my screenshot. what from there is problem,what message you get?

If you press the "Compass" icon on the lower right, you'll get to a "Explore" window, then click on your profile picture on the upper right and then on "Settings". On the next screen, you go to the "Assistant" tab and scroll down to "Assistant devices". "Phone" should appear there.
On the next screen, You'll get the screenshot I first posted. "Voice match" is disabled.

My friend, thank you for your help, but I'm afraid you misunderstood my problem. I need to enable this check in order to use the OK Google command from anywhere in my phone with just my voice.

maybe is problem in your region? do you have OK Google in previous phones?

OK Google worked just fine in my previous phone. And I also tried to change regions.

Well that's exactly the problem. Mine does not pick up my voice when I say OK Google

Guys, my "OK Google" is working now. Full voice functionality in english.
I did NOTHING to make this work. I did not notice any updates which might have caused this to function again, but something might have been patched without me noticing.
Please check your phones. If you need screenshots of how my phone is configured, let me know and I'll post them.
