Recently I read a thread here about poco slowing down. I checked it via 3d mark and got very low result as compared to Poco on oreo. I am uploading both results, the lesser one is on latest version and the other one on Oreo. So, is it a bug or Xiaomi is following in the footsteps of Apple??

That is because of thermal control got stricter than before and devs did not add these kinds of benchmark in whitelist. This is what Head of POCOPHONE Global mentioned.

Xiaomi thermal throttling is very agressive nowadays, it's nice that they don't want us to overheat our devices, but it's very annoying when you try to do heavy tasks only to get lagged performance

not true. other devices don't have such issue. check mi8 scores, its on par with op6 and other sd845 devices. The reason behind improper throttling is poor software quality control or careless developers.

liquid cooling is working as intended, the problem is bad thermal profiles.

Liquid cooling is not as good as you might think, it's just a single drop of cooling liquid inside your phone, it lowers about 1-2ºC only

Remember that Mi 8 has a aluminium cover which dissipates heat way better than Pocophone's plastic cover, it seems all xiaomi devices with plastic cover like Redmi Note 7 have the same thermal throttle problem.
