[Q&A] Can't activate sim + Can't synchronize messages

As soon as I inserted my nano sim into my Mi 8 Lite, a notification came from the Xiaomi activation system saying "Could not activate SIM card" and beneath it "Could not send SMS text, try again later", so I saw on YouTube, this error of not being able to activate the sim is because the activation is done through messages and SMS messages are not synchronized to Mi Cloud, when I go to Mi Cloud appears Off next to Messages, when I click on Messages appears a button Synchronize messages, click on it but I can not in any way activate Synchronize messages, I saw that some people already had this same bug but did not see anyone sharing effective solutions, could anyone help me?

For Activation it needs to send an SMS, so You need Amount / Balance on Your Sim Card, or must be able to send an International SMS !
