It is due to GDPR. Change your region to something outside of the EU, sorted.

Go to settings, change your region to India and reboot your device.
you will then be able to access the themes store

I think the theme engine is still used in the background, with the ones that are preloaded, but it won't allow you access to the store itself... I know, weird situation, but there is such an easy go-around, it's not that annoying IMO.
