MIUI has been one of the user-centric ROM from the early days of development. In a scenario where the user has lost the device, to protect users' data and prevent unauthorized access to the device by flashing another ROM, Mi devices now come with the locked bootloader. Adding to that, another reason for this protection mechanism is to serve you the best user experience and to preserve the best flawless MIUI experience from third-party sellers reflashing Mi devices with altered ROMs.
We do understand your need for unlocking bootloader and due to a technical glitch, users weren't able to unlock the bootloader on Redmi Note 5 smartphones. The issue has since been fixed and users should be able to unlock the bootloader on their Redmi Note 5 normally.
Here's the procedure on how to unlock the bootloader:
1. Apply for Bootloader Unlocking Permission
2. Unlock the bootloader using Mi Unlock tool
Let the process complete and you will have your bootloader unlocked

Check what is showing on the webpage here occasionally. Once the download Mi Unlock Tool webpage is shown means you’ve been approved. Currently only supported on Windows OS.

How to check whether the bootloader is locked/unlocked?
Mi Unlock tool will show the message ‘Unlocked’
An ‘Unlocked’ word will be shown upon booting
Go to settings - additional settings - developer options - Mi unlock status - will show ‘Unlocked’
How can I relock my bootloader?
While flashing MIUI with Mi Flash tool, select the ‘clean all & lock’ option from below and it will relock the bootloader.
